Job Description

The Office of the Independent Inspector General (OIIG) was created to detect, deter and prevent corruption, fraud, waste, mismanagement, unlawful political discrimination and other misconduct in the operation of Cook County Government. Cook County, Ill., Ordinances 07-O-52 (2007). Assists the Independent Inspector General in performing and managing investigations into allegations of both criminal and non-criminal conduct involving government employees, officers and officials, and government agents and contractors. Manages OIIG staff and utilizes organizational procedures and skill in applying modern management methods to administrative problems and conditions. Establishes and serves as a liaison between the OIIG and prosecutorial and law enforcement officials regarding evidence and information which support allegations of criminal improprieties. Provides testimony in court or before administrative tribunals. Provides information and assistance to the public regarding OIIG duties and procedures. This position may also involve a concentration focusing on investigation, oversight, auditing and monitoring of policies prohibiting unlawful political discrimination.

Minimum Qualifications


Graduation from an accredited college or university with a Bachelor’s degree.

Eight years of full-time work experience conducting investigations or audits relating to criminal conduct, fraudulent activity, administrative violations, waste, or mismanagement.

Three years of supervisory experience.

Valid driver’s license.

Graduation from an accredited law school with a Juris Doctorate degree.

Eight years of full-time work experience practicing law in the fields of civil or criminal litigation.

Three years of supervisory experience.

Valid driver’s license.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.

TYPICAL DUTIES:

Performs investigations into allegations of criminal and non-criminal conduct involving Cook County employees, officers and officials, and Cook County agents and contractors.

Performs program reviews into allegations of fraud, waste and mismanagement.

Assists the Inspector General in planning, directing, organizing, coordinating, and evaluating the overall activities of the Office of the Independent Inspector General.

Aids in the development and implementation of departmental policies and procedures.

Provides instruction, oversight, and supervision of OIIG investigators and office operations.

Conducts interviews and generates comprehensive reports detailing investigations, findings, and conclusions.

Prepares and presents department’s annual operating budget, including the development of departmental goals, objectives, and performance measures.

Administers personnel functions of department, prepares employee evaluations, approves time off, and trains employees.

Attends meetings with department heads and County officials. Represents the Inspector General in the Inspector General’s absence.

Conducts surveillance using photographic and video equipment.

Performs audits and inspections and analyzes operational procedures, programs, and organizational structures for corrective action.

Provides testimony in court and before administrative tribunals.

Investigates and oversees the investigations of the most complicated and sensitive cases and reports directly to Independent Inspector General.


KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

Familiarity with applicable laws and regulations of federal, state, local, and other authorities relative to cases of abuse, fraud, waste, mismanagement, and criminal and civil misconduct.

Knowledge of managerial systems, methods, and organizational procedures; skill in applying modern management methods to administrative problems and conditions.

Skill in the use and application of computer-based statistical and data management systems; ability to prepare charts, tables, and reports.

Ability to perform duties in a discreet, confidential, thorough, objective, and judicious manner.

Ability to effectively work with and supervise investigators and other staff on investigations.

Ability to interact and communicate with public officials and other administrators on a variety of policy and operational issues.

Ability to analyze situations and reach practical and logical solutions.

Ability to prepare written reports and other documentation in a clear, concise, and accurate manner.

Ability to develop and maintain cooperative and professional relationships with employees, managers, and representatives from other departments and organizations.

Ability to plan, supervise, and inspect the work of subordinate employees for completeness and accuracy.
