Project Overview:

Located in sunny Eastern Washington state, the Hanford Waste Treatment and Immobilization Plant (WTP) is nestled between the beautiful Columbia and Yakima Rivers on the Hanford Nuclear Reservation. The WTP Project will use vitrification technology to process and solidify 56 million gallons of radioactive and chemical waste stored at the Hanford site, which are byproducts of plutonium production processing during World War II and the Cold War era.

The WTP Project is the largest undertaking of its kind and one of DOE’s most technologically challenging cleanup projects. Its construction spans 65 acres with four major nuclear treatment facilities; Pretreatment (PTF), Low-Activity Waste (LAW) Vitrification, High-Level Waste (HLW) Vitrification and the Analytical Laboratory (Lab).

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is subcontracted to the WTP Prime Contractor (BNI) to complete construction, turnover, startup, and commissioning activities for the WTP project. 

This position is located at the WTP Site, approximately 22 miles north of Richland, WA and works a 4x10 schedule, M-Th, 6:30 a.m. to 5 p.m. Although unlikely, on occasion the FPC may be required to work off shift to support the WTP Project during emergent conditions.

 

Job Summary:

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes.

The Fire Protection Coordinator actively fulfills a key role in the administration of the WTP Fire Protection Program (FPP) at the Construction Site and within the Operating Island. 

The Fire Protection Coordinator (FPC) reports to the Safety & Health (S&H) Fire Protection Manager (FPM) through the Lead FPC and will assist in the development and implementation of S&H Fire Protection Program requirements relating to the construction, startup, commissioning, maintenance, and operations activities of the Hanford Waste Treatment Plant (WTP). This position is a Technical Support Position for Category 3, Nonreactor Nuclear Facility as defined in DOE Order 426.2, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities. #LI-EH1

 

Major Responsibilities:

  • Assists execution of the safety component of an ESH Program inclusive of technical and administrative aspects. 
  • Helps prepare and implement Safety and Health Management Plans, associated plans and procedures, and training program. 
  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that safety and health requirements are integrated within project planning and execution. 
  • Interprets safety and health requirements and provides comprehensive assistance on plan preparation, risk assessment, and ESH program execution. 
  • research's moderately complex issues and regulatory requirements and prepares documentation and reports. 
  • Provides support and guidance for safety studies, risk assessments, and program reviews and audits. 
  • Participates in emergency response and incident investigation and resolution. 
  • Interfaces and communicates with stakeholders and helps resolve their concerns. 
  • Participates in meetings with customers, team members, subcontractors, and other stakeholders. 
  • Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements. 
  •   Performs and records facility and area fire protection inspections in accordance with the inspection procedures, to include verifications of Technical Safety Requirements (TSRs) for the implementation of the Fire Protection Program (FPP)
  • Performs Facility Audits
  • Performs FPP Self-Assessments
  • Provides oversight and verifications of hot work activities
  • Provides NFPA 72 oversight of the inspection, testing, and maintenance (ITM) of fire alarm and signaling systems
  • Provides oversight of NFPA 25 ITM of Fire Service Water (FSW) and Fire Protection Water (FPW) systems
  • Performs periodic reviews of Hanford Fire Department (HFD) Pre-Incident Plans (PIPs), and coordinates with HFD to maintain the PIPs
  • Participates in HFD familiarization tours of the WTP site
  • Recommends and develops compensatory measures for Fire Protection System (FPS) and Life Safety System (LSS) impairments
  • Maintains an understanding of active and passive WTP fire protection system design features
  • Assists in the identification of fire protection attributes in the work planning process to ensure work is accomplished in accordance with FPP requirements
  • Supports HFD in performing fire investigations as needed
  • Supports the implementation of FPP mechanisms
  • Maintains a working understanding of FPP requirements and related implementing documents for Plant Management activities
  • Assesses the effectiveness of fire safety implementation and compliance
  • Identifies and reports fire protection program deficiencies to the Fire Protection Manager
  • Supports the Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, facilities, and the environment 

 

Education and Experience Requirements:

  • Requires a bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience

 

Required Knowledge, Skills, and Abilities:

  • Must have a documented history of evaluating facilities and areas for Fire Protection, Fire Safety, and Life Safety hazards. Should have proven experience in overseeing site Inspection, Test, and Maintenance (ITM) activities of Fire Protection Systems (FPS). Must be able to perform Fire- & Life-Safety inspections and audits, which requires walking, standing, bending, and turning along with wearing of required personal protective equipment. Must have an ability to load, transport, and unload tools and/or supplies, under 15 lbs., specific to fire protection or life safety activities. Performs desk work, including report writing and other computer workstation processes, along with radio and telephone operations. Must be proficient in the operation of MS Office suite applications to include Word, Excel, Outlook, Publisher, PowerPoint, Access, and non-MS applications such as Adobe products. 
  • It is preferred, but not required, that the experience in lieu of a degree includes experience implementing DOE fire protection requirements (DOE O 420.1B or 420.1C). Experience should include a demonstrated ability to provide oversight and reporting of Fire Protection Program compliance. Preference will be afforded those with nuclear or Chem-Demil experience functioning within a fire safety program. In-progress fire related academic training may be considered as a substituted for direct nuclear experience within a fire protection or fire safety program. DOE, NRC, Naval Nuclear Propulsion Program or DOD Chemical Demilitarization Program experience will also be considered.
